The commercial challenge

When Remaining Cargo Blocks a Vessel’s Next Voyage

A partly discharged parcel rejected by receivers, restricted from discharge or simply left aboard can prevent an affected hold from taking the next load. The constraint may extend beyond the remaining cargo’s own volume or value.

Depending on the circumstances, unavailable hold capacity can mean missed freight potential, voyage disruption and additional handling or port expenses. We evaluate whether a direct commercial purchase and feasible takeover could provide a practical way forward.

This service concerns remaining commercial cargo parcels, not routine MARPOL cargo residues or permission to discharge material at sea.

Shipowners & Ship Managers

Free Your Cargo Holds. Protect Your Vessel’s Earning Capacity.

Blocked capacity can affect the vessel’s next employment. We act as a potential direct buyer to evaluate a commercial purchase and facilitate a feasible takeover, in agreement with the parties authorised to sell.

Charterers

Residual Cargo Should Not Compromise Your Next Voyage.

Remaining cargo can complicate loading commitments and the next fixture. We explore whether a cargo purchase could offer a practical commercial solution, even where the charterer is not the cargo owner.

P&I Clubs & Correspondents

Commercial Options for Problematic Cargo Remaining on Board.

We welcome enquiries from members and claims professionals seeking a commercial option. Any purchase requires lawful sale authority; Club involvement does not establish title or guarantee an indemnity or claims outcome.

Commodity assessment

Cargo We Consider

Commodity nature, condition, location and marketability determine the possibilities. Rejected, wet or off-specification material may still have a lawful outlet; none of these categories guarantees eligibility for purchase.

  • Wheat & other grain
  • Agricultural commodities
  • Animal feed & feed ingredients
  • Fertilisers
  • Minerals
  • Industrial raw materials

International network

International Reach. Practical Port Solutions.

We explore potential buyers, outlets and operational arrangements through our international network. Every port solution depends on the individual cargo, local availability, acceptance and applicable requirements. We do not own ports or maintain facilities in every location, and a sale does not automatically secure release or physical discharge.

Family trading heritage · Since 1952

Experience Across Generations.

The Pommer family’s trading experience dates to 1952, originally in salvage paper. That heritage informs our practical approach to distressed material and commercial recovery. It is distinct from Pommer & Partners International Trading Limited, the Irish company incorporated in 2017, and does not imply that the present company carried out every historic transaction or serviced every port.

An anonymised cargo case

Case Study: Rejected Australian Milling Wheat — A Cargo Hold Left Unavailable

A bulk carrier carrying Australian milling wheat had part of its cargo rejected at a discharge port in the Red Sea region. The remaining wheat was not permitted to be discharged there. When the vessel returned to Australia to load its next shipment, the residual wheat could not be discharged at the Australian port either, and the affected hold could not take new cargo.

The vessel departed for its next voyage with that hold unavailable for commercial loading. Pommer & Partners assisted in identifying and facilitating a practical solution to clear the remaining wheat from the hold.

The case demonstrates how a limited remaining parcel can constrain an entire hold and lead to commercial consequences beyond the cargo’s own value.

Frequently asked questions · Residual cargo on board

Who can help shipowners clear residual cargo from their vessels?

Pommer & Partners International Trading Limited evaluates purchasing remaining, rejected and distressed cargo on a commercial basis. Where feasible, we explore practical takeover arrangements through our international network, in agreement with the parties authorised to act. Our role is that of a potential principal commercial buyer and coordinator of the agreed takeover, not a universal physical discharge firm. Not every parcel can be bought; condition, marketability, location, lawful authority and operational feasibility determine the available options.

Do you purchase residual cargo directly from vessels?

Direct purchase as principal may be available for cargo still aboard a vessel, on an AS IS, WHERE IS basis. Each potential purchase is assessed individually and depends on commercial feasibility, the seller’s authority, agreed terms and applicable local requirements. A purchase agreement does not itself complete discharge or confer port or customs release.

What types of residual cargo do you purchase?

We consider grain, agricultural commodities, animal feed and feed ingredients, fertilisers, minerals and industrial raw materials, including rejected, wet and off-specification parcels. These are categories we evaluate, not a guarantee of acceptance. Commodity characteristics, condition, location, marketability and applicable product or waste rules determine whether a purchase is possible.

Can you buy cargo rejected by a receiver?

We can evaluate rejected consignments for a potential purchase. Rejection by a receiver does not by itself establish that the cargo can be sold, moved or used elsewhere. A workable transaction depends on condition, a lawful market, authority to sell and the feasibility of the proposed takeover.

Can you evaluate cargo while a vessel is still at sea?

Yes. Initial commercial discussions can begin while the vessel is underway. We can explore whether a purchase and takeover at a later port may be feasible, subject to the voyage circumstances, cargo condition, local requirements and agreed operational arrangements. Discussions do not commit either party to a purchase or guarantee acceptance at a port.

Can you help when a remaining cargo parcel blocks the next loading?

We evaluate whether a commercial purchase and practical takeover coordination could help release the affected hold. A small remaining parcel can constrain loading capacity beyond its own volume. Physical discharge must be arranged with the appropriate operators under agreed port and operational terms; we do not promise direct stevedoring or immediate removal.

Do you evaluate residual cargo cases worldwide?

We welcome enquiries internationally and explore solutions through our network of buyers and service providers. Feasibility remains case-specific: local availability, cargo suitability, port access, operational arrangements and regulatory compliance all matter. International reach does not mean that we own facilities at every port or can guarantee a takeover in every location.

Are documents required for an initial enquiry?

No. You can contact our cargo team by email or telephone without providing supporting documents, registering or uploading anything. An initial conversation is enough to begin exploring the situation. Evidence of cargo condition, title or authority to sell and other transaction requirements may be needed later before an offer or takeover can be agreed.

Can charterers contact you directly?

Yes. Charterers can contact us directly about remaining cargo and its effect on loading commitments or the next fixture, even if they do not own the cargo. An enquiry is not an authority to sell: any purchase must be agreed with the owner or another party holding a lawful right of sale.

Do you work with P&I Clubs and correspondents?

We welcome enquiries from P&I Clubs and correspondents seeking a potential commercial option for problematic cargo remaining on board. Pommer & Partners acts as a potential buyer or commercial coordinator, not as an insurer, claims adjuster or legal adviser. Club involvement or approval does not itself establish cargo title, sale authority or a guaranteed claims outcome.

Who arranges discharge and pays the associated costs?

Discharge arrangements and associated costs are agreed case by case in the purchase and operational terms. Responsibility, timing, port acceptance and the appropriate contractors must be established; nothing transfers automatically because cargo is sold. An allocation between buyer and seller does not alone release obligations owed to carriers, terminals or authorities, or transfer statutory liabilities.

What does AS IS, WHERE IS mean for a cargo purchase?

It describes a purchase on the basis of the cargo’s existing condition and location. It does not replace the specific agreement on title, risk, payment, discharge and costs, or override applicable law. Title and risk may pass at different times; the phrase alone does not transfer ownership, exclude all warranties, confer customs release or discharge third-party liabilities.
