Distressed Bulk Cargo Buyers & Recovery for
Greek Shipowners

Principal buying, salvage sales and commercial recovery for rejected, damaged, off-spec and abandoned bulk commodity cargoes worldwide.

Greek-owned and Greek-managed bulk carriers trade globally, and cargo problems regularly arise thousands of miles from the owner’s commercial headquarters. The commercial decision is taken in Piraeus, Athens or London; the parcel itself sits in a hold, on a berth or in a terminal shed somewhere else entirely.

Pommer & Partners works with shipowners, ship managers, chartering and claims departments, marine insurers, P&I interests and cargo stakeholders when a substantial bulk parcel becomes rejected, damaged, contaminated, off-specification, heat affected, wet, deteriorated, abandoned or commercially stranded. Where commercially appropriate we purchase the cargo as principal; otherwise we coordinate the recovery, remarketing or disposition route that fits the case.

A structured overview of our transaction roles and cargo categories is set out in the technical profile, and the wider commercial framework in distressed cargo.

Greek shipping community

Supporting the Greek shipping community

The relationship may sit in Piraeus. The cargo may be anywhere.

Piraeus is one of the world’s principal centres for shipowning and ship management, and a significant share of the global dry bulk fleet is controlled or managed from Greece. Pommer & Partners is available to work directly with Greek shipping decision-makers — owners, managers, chartering desks and marine claims departments — on cargo cases arising internationally.

The distinction matters commercially. The decision-maker may be in Piraeus or elsewhere in Greece, while the distressed cargo itself may be in Africa, the Middle East, Asia, Europe or the Americas. Our work is organised around the location of the cargo and the applicable local framework, in cooperation with surveyors, agents, terminals and buyers in that market.

Pommer & Partners International Trading Limited is an Irish company operating internationally. We work with Greek shipowners, bulk carrier operators, ship managers and marine claims interests on distressed cargo cases arising worldwide, wherever the vessel or cargo happens to be.

Working relationship

Cases typically reach us from a claims or operations desk with a survey report, a discharge deadline and a parcel that no longer meets its contractual purpose. We respond commercially, with an indication of whether direct purchase, a salvage sale or a remarketing route is realistic for the cargo in its actual condition.

Vessel scale

Large bulk cargoes require commercial solutions at vessel scale

A distressed parcel aboard a bulk carrier is a different commercial problem from a small containerised consignment.

A single affected parcel aboard a bulk carrier can involve several thousand or tens of thousands of metric tonnes. At that scale, the constraint is rarely finding a buyer for a sample — it is absorption capacity: whether a market, processor or industrial end user can take the tonnage in its actual condition, within the discharge window, under the applicable regulations, and with the logistics to move it.

That shapes the commercial approach. Parcels may need to be split by hold, grade or degree of damage; storage, detention and demurrage exposure runs against the clock; and the buyer must be capable of handling bulk volumes rather than pallet quantities. We assess these factors together, not sequentially.

Pommer & Partners is a cargo trading and recovery company. We neither own nor operate vessels, and vessel salvage, towage and wreck removal are separate specialist disciplines.

Dry bulk segments

Cargo cases commonly involve parcels carried in the following segments:

  • Handysize
  • Supramax
  • Ultramax
  • Panamax
  • Kamsarmax

Breakbulk and part-cargo situations are assessed on the same commercial basis.

Cargo categories

Bulk commodities we may evaluate

Categories rather than commitments — each parcel is assessed on its own facts.

Cargo suitability depends on condition, jurisdiction, documentation, regulatory restrictions and available recovery markets. No commodity is purchased automatically, and every case is subject to commercial evaluation.

Case profile

Typical situations aboard or after discharge

Cargo rejected at discharge port

A receiver, authority or contractual counterparty refuses the cargo and the shipowner or cargo interest needs a rapid commercial solution while the vessel remains on berth or at anchorage.

Rejected cargo

Off-specification bulk cargo

Quality parameters no longer match the contractual specification, although the parcel may retain value in another market, grade or industrial application.

Distressed cargo

Heat-damaged or deteriorated agricultural cargo

Self-heating, moisture migration or extended voyage and storage times require rapid evaluation, alternative marketing or controlled recovery before further deterioration occurs.

Distressed agricultural cargo

Wet or contaminated cargo

Commercial usability depends on the nature and extent of the contamination, the scope for segregation of affected parcels and applicable regulatory constraints.

Damaged cargo

Abandoned cargo

The contractual cargo interest no longer provides an effective solution and the carrier or other responsible party requires a lawful commercial exit.

Abandoned cargo

Salvage sale

A distressed parcel needs to be sold transparently on an AS IS, WHERE IS basis to a market participant capable of handling the cargo in its actual condition.

Commercial role

Principal buyer, commercial recovery or remarketing

The role depends on the cargo, the market and the time available.

  • Purchase of cargo as principal, using our own commercial judgement and capital
  • Coordination of commercial recovery
  • Arrangement of or support for remarketing
  • Identification of alternative markets and end uses
  • Assistance with salvage-sale execution
  • Coordination of compliant disposal where no viable recovery market exists

Our capacity to act as principal buyer is set out separately, together with the AS IS, WHERE IS basis on which such purchases are made.

Role clarity

Where Pommer & Partners purchases cargo as principal, it acts as a commercial counterparty to the transaction and not as an independent valuation or surveying party.

Independent survey, sampling, analysis and adjustment remain with the specialists appointed for that purpose. Where a neutral market test is preferred, a structured offer or salvage-sale process can be supported instead of a direct purchase.

Operating context

Cases arise wherever the vessel trades

Greek-controlled tonnage generates cargo cases across most trading regions.

  • Mediterranean
  • Red Sea
  • Middle East
  • East Africa
  • West Africa
  • Indian Subcontinent
  • Southeast Asia
  • Northern Europe
  • Americas

Cargo cases are assessed according to the actual location of the vessel or cargo, applicable regulations, logistics, marketability and available recovery channels. We do not maintain offices or licences in every country; port-specific context is set out in our locations index.

Initial assessment

Initial cargo case information

Partial information is enough to start. Anything outstanding can follow once the case is open.

Questions

Distressed bulk cargo in practice

Does Pommer & Partners only handle cargo located in Greece?

No. Pommer & Partners is an international cargo buyer and recovery specialist working with Greek shipping interests on cases arising worldwide. Cases are handled according to the actual location of the vessel or cargo, not the location of the owner or manager.

Does Pommer & Partners purchase entire vessel parcels?

Full or part parcels of several thousand up to tens of thousands of metric tonnes can be evaluated. Whether a purchase is possible depends on the cargo type, condition, quantity, location, applicable regulations, documentation and marketability.

Can Pommer & Partners act as principal buyer?

Yes, where commercially appropriate. Suitable cargo may be purchased as principal, on an AS IS, WHERE IS basis, using our own capital and subject to commercial evaluation, title and authority to sell.

Does Pommer & Partners provide independent valuation services?

No. Where Pommer & Partners purchases cargo as principal, it acts as a commercial counterparty to the transaction and not as an independent valuation or surveying party. Survey, sampling and analysis remain the responsibility of the appointed independent specialists.

What types of distressed bulk cargo can be considered?

Representative categories include grains and feed commodities, oilseeds, fertilizers, minerals, alumina, cement and cementitious materials, industrial raw materials and selected chemical cargoes. Cargo suitability depends on condition, jurisdiction, documentation, regulatory restrictions and available recovery markets; acceptance cannot be assumed in advance.

Can Pommer & Partners assist when cargo has been rejected at the discharge port?

Yes, depending on the legal status of the cargo, its condition, the available documentation and realistic alternative markets. Rejection cases are usually time-critical because storage, detention and demurrage exposure continues to accrue.

Can Pommer & Partners assist with salvage sales?

Yes. Depending on the case, we may purchase the cargo directly, support a structured salvage sale or offer process, or coordinate remarketing to buyers, processors or alternative end users. No particular price level or recovery outcome can be guaranteed.

What happens when no commercial market exists?

Where commercial recovery is not viable, compliant recycling or disposal may be considered, where legally permissible and commercially necessary, and coordinated with the relevant local stakeholders and authorities.
