Cargo Recovery Companies &
Distressed Cargo Buyers Worldwide

Pommer & Partners is an independent international buyer and recovery specialist for damaged, rejected, abandoned and off-specification cargo.

When damaged, rejected, abandoned or distressed cargo requires a commercial solution, insurers, P&I Clubs, shipowners, cargo owners and surveyors often turn to specialist cargo recovery companies and international salvage buyers.

Pommer & Partners provides worldwide commercial solutions for distressed cargo, including evaluation, outright purchase where appropriate, recovery, international remarketing, logistics coordination and compliant disposal where recovery is no longer commercially viable.

Pommer & Partners can act as principal and buyer — not merely as a consultant or intermediary.

Terminology

Cargo Recovery Consultants and specialist buyers.

The international marine insurance market uses several descriptions for companies operating in this sector. They overlap, and they are generic descriptions of an activity rather than a single service.

  • Cargo Recovery Consultants

Advisory work on distressed cargo: options, valuation, salvage strategy and claim mitigation.

  • Cargo Recovery Companies

Operators combining commercial assessment with practical recovery of damaged consignments.

  • Distressed Cargo Buyers

Parties purchasing cargo in a distressed commercial or physical condition.

  • Damaged Cargo Buyers

Buyers of wet, contaminated, heat-affected or physically damaged consignments.

  • Salvage Buyers

Purchasers of insurance salvage arising from marine and cargo claims.

  • Rejected Cargo Buyers

Buyers for consignments refused by receivers, authorities or quality control.

  • Recovery Specialists

Companies arranging sorting, reconditioning, repacking and onward movement.

  • Salvage Traders

Traders placing distressed lots in alternative markets and industrial outlets.

Cargo interests searching for Cargo Recovery Consultants, cargo recovery companies, damaged cargo buyers or salvage buyers are usually describing the same underlying need: a counterparty able to assess distressed cargo commercially and take it forward. Pommer & Partners covers advisory, salvage sale and — distinctly — outright purchase.

Market context

The international cargo recovery market.

A number of specialist companies operate internationally in distressed cargo recovery and salvage trading, serving marine insurers, P&I Clubs, shipowners, average adjusters and cargo interests.

Independent operators

Examples of specialist operators active within the international cargo recovery sector include consultancies and recovery companies such as Cargo Recovery Consultants Ltd (CRC), alongside salvage buyers, distressed-commodity traders and regional recovery contractors. These are independent third-party companies, named here only as informational context for readers researching the sector.

Our position

Pommer & Partners International Trading Limited is a separate and independent company. We are not affiliated with, connected to or acting for any of the companies referred to above, and we make no comparative claim as to size, age or performance. Our own role in each file is disclosed in writing — buyer, salvage sale manager or recovery coordinator.

Buyer · Principal · Recovery specialist

Three different roles. Only one of them takes the cargo.

The commercial difference between advice, introduction and purchase decides how much of the problem actually leaves your file.

01

Consultancy

Providing advice regarding distressed cargo: condition, options, likely recovery and strategy. The cargo, and the risk, remain where they are.

02

Brokerage

Introducing cargo interests to potential buyers. Useful, but the outcome still depends on a third party committing and performing.

03

Principal purchase

A specialist buyer purchases the cargo itself and assumes the agreed commercial responsibility for it, including its movement, recovery, remarketing or disposal.

Pommer & Partners is not limited to consultancy. Where commercially appropriate, we can act as principal, commit our own capital and purchase distressed cargo outright on an AS IS, WHERE IS basis.

Damaged cargo buyers — how a purchase is structured

Selection criteria

Choosing a cargo recovery company.

What insurers, P&I Clubs, shipowners and cargo interests should test before appointing anyone to a distressed cargo file.

  1. 01

    Ability to act as principal

Whether the company can take a position itself, or only introduce and advise.

  2. 02

    Ability to purchase cargo outright

A firm purchase removes the cargo from the file and fixes the recovery figure.

  3. 03

    International buyer network

Depth of established buyers, processors and end users across regions.

  4. 04

Experience with damaged and rejected commodities

Practical knowledge of what a damaged commodity can still be used for.

  5. 05

    Speed of commercial decision-making

Storage, demurrage and detention accrue while a decision is pending.

  6. 06

    Logistics capability

Handling, sorting, repacking, inland movement, re-export and customs coordination.

  7. 07

    Alternative market access

Outlets outside the cargo's original market, including industrial and feed applications.

  8. 08

    Regulatory awareness

Import, phytosanitary, food-safety, waste and transboundary movement requirements.

  9. 09

    Ability to arrange compliant disposal

Licensed destruction with documentation suitable for claims and regulators.

  10. 10

    Worldwide operational reach

Cover at the port, terminal or inland location where the cargo actually sits.

01

Principal Buyer

Direct Purchase

We purchase distressed, damaged, rejected, off-specification, abandoned or otherwise problematic cargo for our own account — allowing cargo interests to close a file quickly and with commercial certainty.

02

Salvage & Remarketing

Salvage Sale & Remarketing

Where direct purchase is not commercially or geographically appropriate, we organise and manage the sale through our international network of buyers, traders, processors and end users.

03

Recovery Coordinator

Recovery, Recycling & Disposal

If cargo no longer has a commercially viable market, we organise recycling, recovery, alternative industrial use, destruction or legally compliant disposal.

Cargo problem holding up your vessel?

When rejected or distressed cargo prevents a vessel from continuing normal operations, time can become more expensive than the cargo itself. Pommer & Partners evaluates commercially realistic options for removing, selling, recovering or disposing of problematic cargo.

Questions & answers

Cargo recovery and cargo purchase — in short.

What does a cargo recovery company do?

It establishes what a distressed consignment is still commercially worth and then realises that value: assessment of condition and documentation, sale or purchase of the cargo, sorting and reconditioning where useful, placement with alternative buyers, and compliant disposal where no market remains.

Who buys damaged cargo?

Specialist salvage buyers, distressed-commodity traders, processors and industrial end users. Pommer & Partners buys damaged cargo as principal where the condition, location and legal position allow, and otherwise structures a salvage sale to its buyer network.

Can damaged cargo be sold internationally?

Frequently, yes. Where the original market is closed, the cargo may still suit a different region, a lower grade, a processor or an industrial application, subject to import, food-safety and phytosanitary requirements at destination.

Who buys rejected cargo?

Buyers who can use material outside its original contractual specification. Rejected consignments are commonly re-exported, relocated or downgraded to a secondary or industrial outlet rather than destroyed.

What is an AS IS, WHERE IS cargo sale?

The cargo is bought in its present condition and at its present location. Condition, quantity and documentary position are reflected in the price rather than argued afterwards, which is why the mechanism is standard in salvage trading.

What is the difference between a cargo recovery consultant and a cargo buyer?

A consultant advises on options and value. A broker introduces cargo interests to potential buyers. A buyer purchases the cargo itself and assumes the agreed commercial responsibility for it. Pommer & Partners can act in the third role.

Can Pommer & Partners purchase distressed cargo directly?

Yes. Where commercially appropriate we act as principal, commit our own capital and buy the cargo outright on an AS IS, WHERE IS basis.

Does Pommer & Partners handle cargo worldwide?

We work worldwide through an established international network of buyers, processors, surveyors, forwarders and licensed facilities, with dedicated pages for the ports and regions where cases arise most often.

What happens when damaged cargo has no commercial value?

Recovery first, disposal only where necessary. Where no market, industrial use or recovery route remains, destruction or disposal is arranged through licensed facilities with documentation suitable for claims and regulatory purposes.

Trust & compliance

Commercial, but always within the rules.

Transactions and services are subject to verification and applicable regulation, including:

  • Ownership and title verification
  • Applicable customs requirements
  • Sanctions and compliance checks
  • Environmental and waste regulations
  • Local laws
  • Cargo-specific regulatory requirements

Purchases and sales require evidence of ownership and authority to sell, or the written authority of the insurer or party entitled to dispose of the cargo. Recovery, recycling and disposal routes depend on waste classification and on applicable environmental, transport and customs rules in the countries involved. Potential alternative use of food or agricultural cargo, including animal-feed applications, depends on cargo condition, laboratory results and applicable food and feed legislation, and is only pursued where the competent authorities and the relevant rules allow it.
